Russia Deploys Zubr, Tsitadel Counter-Drone Systems to Air Defense Units

Russia's MoD reports delivery of Zubr and Tsitadel systems, plus radar and drone assets, to air defense units for countering enemy drones, citing effectiveness in the SVO zone and border regions. This is a routine force modernization update with no indication of a shift in operational posture. The claim is based on official Russian state media, unverified independently.
