Russian economist proposes taxing passive income to raise 700 bln rubles annually

Economist Dmitry Polevoy estimates that extending Russia's progressive personal income tax to passive income streams (deposits, dividends, investments, property sales) could generate 500–700 billion rubles annually for the federal budget. This proposal, if adopted, would mark a significant fiscal policy shift amid ongoing budget pressures from war spending. The estimate is preliminary and not yet official policy.
