Brazil opens free electricity market to low-voltage consumers by 2028

Brazil's federal government issued Decree No. 13.097/2026, enabling low-voltage consumers to choose their electricity supplier, with phased opening: businesses and small industries in November 2027, and residential consumers in November 2028. Aneel will detail technical rules. The decree is regulatory and does not guarantee lower costs, as part of energy costs remain regulated.
