Colombia Council of State suspends election of Afro-Colombian seat representative

The Council of State ruled that the National Electoral Council (CNE) violated the Constitution by awarding a seat to Winsner Sandoval, an appointee of Senator Pulgar. The court determined that if only one electoral list meets the required threshold, that list is entitled to both available seats, effectively invalidating the previous appointment.
