Nordic Leaders Engage Putin Amid Ukraine Diplomacy Efforts

Finnish President Stubb and Norwegian PM Støre initiated calls with Russian President Putin on October 27, reportedly after consulting Ukrainian President Zelensky. The initiative has generated scrutiny from Sweden and surprise from the Kremlin regarding European reactions.
