French executive rejects ministerial proposal for second carbon market implementation

French President Macron and Prime Minister Bayrou blocked a May 2025 proposal from four cabinet ministers to launch a secondary carbon market. The ministers sought to generate immediate revenue for decarbonization efforts, but the executive branch declined to proceed with the initiative.
