Moscow ombudsman proposes separate penal facilities for minors manipulated into sabotage

Moscow children's rights ombudsman Olga Yaroslavskaya has proposed segregating minors convicted of sabotage or terrorism who were coerced by external actors posing as security officials. The initiative aims to distinguish between ideologically motivated offenders and those deceived by foreign-based call centers, though the feasibility of such a policy remains uncertain.
