Bolivia: Kidnapping ring run from El Abra prison; four arrested

Bolivian police arrested four suspects in a kidnapping of a merchant in Cochabamba, three of whom are inmates at El Abra prison allegedly directing the crime from inside. The victim was found gagged and tied up. This indicates prison-based organized crime extending beyond prison walls, a pattern seen in other Latin American countries.
